Remember how hideous was the trend of wearing pants (especially jeans or something tailored) under dresses circa 1998-2002? It was a thing. I remember people like Britney Spears tried to make it happen at the peak of her fame only for people to ask what she was hiding under there. It looked bizarre then, it looks bizarre now. The outfit would have accomplished what she was going for if they left off the bottom part of the dress. Ruffles and slacks are just too diametrically opposed to work together.
